Section 1: Article 1 - The Right to Red Tape

WHEREAS, the 21st century has brought about a plethora of new challenges and opportunities;

  1. The right of the citizen to fill out forms in triplicate shall not be infringed upon.
  2. The power of bureaucracy to delay and obfuscate shall be upheld.
  3. The sacred institution of the waiting room shall be preserved.

WHEREFORE, we, the undersigned, do hereby declare that the 21st century shall be a time of unparalleled red tape.
