Declaration 9: The Subprovision of Utter Chaos

In the year 2154, the Council of Unrelenting Bureaucracy decreed that all citizens must carry an ID with a minimum of 17 different forms of identification.

The Subprovision of Utter Chaos states that in order for a citizen to be considered "fully documented," they must be able to prove their identity with:

• At least 5 forms of government-issued ID
• 3 credit cards
• 2 utility bills
• 1 passport
• 1 letter of recommendation from a certified expert
• 1 birth certificate
• And 1 signed affidavit of authenticity
