DECREE 23

By order of the Bureaucratic Union of the Realm, it is hereby decreed that all employees shall maintain a 2:1 ratio of productivity to fidgeting.

Failure to comply shall result in severe penalties, up to and including but not limited to: demotion to the mailroom, mandatory attendance at Bureaucratic Self-Improvement Seminars (B-SIS), and/or forced relocation to a cubicle without windows.
