A: To create a labyrinthine system of forms, meetings, and committees that will inevitably lead to the correct answer, but only after an arbitrary amount of time and resources.
Q: How many forms do I need to fill out to get a simple permit?
A: We can't say for sure. It's a variable that changes with each passing day, week, month, year, or decade. But rest assured, we're working on it.
Q: Can I appeal a denied application?
A: Of course, you may. But be warned: the appeal process involves at least three more forms, two additional meetings, and a thorough examination of the original application by an arbitrary committee.
