Rule 12: Unrelenting Red Tape

In accordance with the sacred traditions of the Bureaucratic Order, all requests must be processed through at least 7 layers of paperwork and 3 levels of committee review.

Exceptions

• Emergency situations, as defined by the Minister of Red Tape
• High-priority projects, as designated by the Council of Bureaucratic Mandarins
