Section 7 of the Bureaucratic Red Tape Manual clearly states that every citizen is required to fill out Form 27-B/6 for any and all requests, no matter how minor. Failure to do so will result in a penalty of 1000 credits and/or up to 5 years of community service.
But wait! There's more! If you're feeling particularly adventurous, you can also submit Form 27-B/6-A for an additional fee of 500 credits. This form is required for any requests involving "unconventional" or "unusual" situations.
Don't bother trying to call the Bureaucratic Red Tape Hotline (1-800-TRAP-1234) as it's just a recording saying "Please hold for 5 minutes and 32 seconds. Your patience is appreciated."
