Article 1: The Cookie King shall be the supreme ruler of all things cookie.
Article 2: All citizens of the Covenant shall receive at least 3 cookies per day, or face exile.
Article 3: The Cookie Monopoly shall be governed by the Council of 12, comprising 1 Cookie King, 2 Cookie Queens, 4 Cookie Lords, 2 Cookie Ladies, and 3 Cookie Minions.
