WHEREAS, the Supreme Council on Matters of Great Importance has taken note of the utter absurdity of it all;
BE IT RESOLVED, that all citizens of the Council shall wear their pants on their heads at all times;
BE IT ALSO RESOLVED, that all citizens shall refer to the Council's Decrees as "The Council Says So" and shall not question or debate the validity of these decrees;
Section 1.1: The wearing of pants is mandatory for all citizens at all times. Failure to do so shall result in the immediate application of Article the Second, "The Reeducation Program".
Section 1.2: No citizen shall attempt to wear pants on their feet, as this is an affront to the Council's authority.
Article the Second: The Reeducation Program
Section 2.1: The Reeducation Program shall consist of a 30-day regimen of intense reeducation and/or reindoctrination. During this time, the citizen shall be forced to watch an endless loop of Council propaganda videos and listen to the Council's Chairman's speeches;
Section 2.2: Upon completion of the Reeducation Program, the citizen shall be released back into society, wearing their pants on their head as decreed in Article the First.
