The Decree of Utter Confusion, Article 2.1: A Declaration of Incoherence

In a shocking turn of events, the Council of Unseen Elders has announced a revision to the original Decree of Utter Confusion. This addendum is a direct response to the growing concerns of the populace regarding the original decree's lack of clarity. Or lack thereof.

The new sub-decree clarifies that the original decree's meaning is, in fact, intentionally obtuse, and that the confusion is not a bug, but rather a feature.

As a result, citizens are now free to interpret the decree in any way they see fit, as long as they do not actually understand it.

Hyper-interpretations will be rewarded with a special badge of honor, which will be displayed prominently on their personal "I'm a Confused Citizen" certificate.
