By order of the Council, all citizens shall dream with as much vividness and color as possible. Failure to comply shall result in mandatory attendance at our weekly Cheese and Crackers seminars.

These dreams must include, at the very least, a 4-course meal, a chorus line of disco dancing hamsters, and a cameo appearance by the President of the Council.
