By order of the Supreme Ruler, all citizens are required to wear their best smiley face in all public appearances.
Failure to comply will result in severe penalties, including but not limited to:
- Forced viewing of reruns of 'Galactic Empire Got Talent'
- Forced attendance at mandatory 'Feel Good' seminars
- Loss of all intergalactic travel privileges
