Section 3, Subsection B, Article 7: All travelers must possess a valid Interdimensional Traveler's Permit (ITP) prior to entering any interdimensional realm. Failure to do so may result in fines, imprisonment, or being stuck in a never-ending loop of recursive existential dread.
Subsection 3.B.1: Permits are only issued to citizens of Dimension Prime (DP) and may be revoked at any time for any reason or no reason at all.
Section 4, Subsection A, Article 2: All interdimensional travelers are required to pay the Interdimensional Tax on Transdimensional Movement (ITTM). The rate is 10% of all dimensional mass transferred.
