Step 4: The Art of Unnecessarily Complicated Bureaucracy

First, you must fill out form 345-B in triplicate, using only your non-dominant hand. Make sure to sign each form with your middle name.

Next, submit the forms to the correct department, but only on Tuesdays during leap years. If you're unsure which department to submit to, refer to appendix 12-AB for a comprehensive list of departments and their corresponding forms.

And finally, be prepared to wait 6-9 months for your application to be processed. If you don't receive notification, it's because we've misplaced your application... or it's in a different dimension.
