Today's Mandate: "Procrastination is Not a Crime"
We, the esteemed members of Department 4, have declared that procrastination is not, in fact, a crime against humanity. This mandate is a result of our rigorous scientific research, which consisted of eating an entire pizza by ourselves while watching cat videos.
As a result, we are now offering a special exemption to all citizens who have been accused of procrastination. Simply present your case, and we will... um, maybe look at it.
