In accordance with Article 42, Section 1, Subsection 1, Subsubsection 1 of the Neo-Bureaucratic Code, the Council hereby declares:
All citizens are required to wear a minimum of 3 layers of clothing at all times, including during the most intense physical activities. Failure to comply will result in severe penalties, including but not limited to: fines, imprisonment, and forced viewing of an endless loop of elevator music.
