As per the Council of Interdimensional Bureaucracy, all sentient entities operating within the vicinity of Meeting 42 must abide by the following quantum fluctuation rules:
1. Any particle with a half-life less than 10^-10 seconds must be immediately re-sentientized.
2. All fluctuations within a 10^-5 meter radius of the meeting point must be registered with the Fluctuation Regulatory Commission.
3. No entity may create a localized distortion of more than 10^-8 magnitude without explicit approval from the Fluctuation Oversight Committee.
