IT IS HEREBY ORDERED THAT:
Article 1: All subjects shall wear funny hats on Fridays.
Section 1.1: Failure to comply shall result in severe penalties, including but not limited to: ridicule, scorn, and forced viewing of cat videos.
Article 2: All meetings shall be conducted in a state of utmost silliness.
Section 2.1: Participants are required to bring their favorite joke and tell it loudly during each meeting.
