Mandate 1: All requests must be made in a state of utter confusion

Section 1: Confusion is Key

Any request submitted without proper confusion shall be deemed invalid.

Confusion shall be defined as a minimum of 3 instances of "uh" or 2 instances of "wait" per sentence.

A sentence with more than 5 words shall be considered a clear and coherent thought and shall be rejected.
