What is the Overly-Overwrought-Overemphasis technique?

It's a technique where you add more words, more adjectives, more everything. Because who needs clarity when you can have verbosity?

Example:

"I'm going to the store to buy some stuff, maybe."

becomes:

"I'm going to the store to buy some stuff, possibly, potentially, maybe, perhaps, hopefully, and if the store is still open, which I'm not sure, because I forgot to check the hours, which I probably should have done, but didn't, because I'm not a morning person, and it's still morning, and I'm still half asleep, and, and, and... "

Underuse of Ellipses is a related technique. Or is it?
