Article 1.3: In the event of a trade dispute between member galaxies, the Galactic Trade Union shall convene an emergency council to resolve the issue through binding arbitration.
The council shall consist of three representatives from each party, with one representative from the union's Trade Dispute Resolution Team. The council shall meet in a designated neutral location, such as The Neutral Zone.
Any decisions made by the council shall be binding and final, subject to a Galactic Trade Union Review.
