Because, honestly, it's just too much work.
Don't get me wrong, flexbox is fine and dandy for some things, but for the average web developer, it's just too much to handle. Trust me, I've been there.
So, if you're just starting out, don't bother. Just stick with what you know and love: tables, tables, tables! Or, you know, grid. That's fine too.
