Act 1, Section 3, Subsection A: "The Right to be Wearing Pithy Hats in Public"
By the power vested in me, Governor General of this fair colony, I hereby decree that all citizens are allowed to wear pithy hats in public without fear of reprisal.
Section 3, Subsection A, Article 1: "Pithy Hats Defined" - A pithy hat is defined as a hat that is 6 inches or more in diameter, and has a circumference of 4 inches or more.
A fine of 5 shillings will be imposed upon any citizen found wearing a hat that does not meet these criteria.
