Whereas the current state of the universe is already quite fascinating, we propose to create a task force to observe clouds.
By doing so, we will undoubtedly learn more about the intricacies of cloud formation, perhaps even discover new species of cloud.
We will allocate 500 hours of committee time to this endeavor, which will likely result in a 5-page report that reads "We looked at clouds, and they're okay, I guess."
We will also create a cloud-themed mascot to represent our committee, because who wouldn't want to be a cloud?
