Minimum Stapling Enforcement: Level 2

For the purposes of this protocol, "minimum stapling" refers to the deliberate use of at least 5 staples in the construction of a single document.

Justifications for minimum stapling include, but are not limited to:

Artistic expression: "I'm trying to create a postmodern masterpiece, man."
Practicality: "I just really need to attach this paper to this other thing, and 5 staples will do the job, no need for anything more fancy."
