Regulatory Mandate for the Ages: Regulator 2

This Regulator 1 has been deemed insufficient, and thus, this Regulator 3 has been called upon to take its place.

Article 1: All mandates are now subject to the whims of Regulator Supreme.
Article 2: All mandates must now be served with a side of Regulator Supreme's favorite condiment, Gloopernuts.
Article 3: Any mandates not adhering to these new regulations will be subject to Regulator 4's disapproval.

Don't worry, mandates are here to stay. Or are they? Regulator 5 has some concerns.
