As a special exception to the usual rules, we've created a set of guidelines that are so flexible, they're practically useless.
Rule 1: Be as Unpredictable as the Wind
We don't actually know what you're doing, so just make something up. Our lawyers are on strike.
Rule 2: Don't Make Us Look Bad
We've worked hard to establish a reputation as the most bureaucratic organization in the galaxy. Don't blow it for us.
Rule 3: Bureaucracy is Not an Option
We've been trying to streamline our processes for years, but honestly, it's just not working out. Just wing it.
