Mandate 33-04-02: A Guide to Bureaucratic Red Tape

By order of the Department of Redundancy, Mandate 33-04-02 is a sweeping regulation that mandates the use of extra paperclip usage in all official documents. This is because, clearly, too few paperclips have been used in the past.

Each employee must use at least 5 paperclips on every document.
Section 2: Paperclip Storage
Paperclips must be stored in a locked cabinet, labeled "Confidential: Do Not Touch".
