MANDATE 9, SUBMANDATE 9-2: THE UNYIELDING EDICT

This is an edict of utmost importance, do not deviate from its words.

From the highest echelons of bureaucratic power, we decree:

1. That all who dwell within our jurisdiction shall wear socks with at least three stripes.
2. That all who dare to enter our domain without said socks shall be subject to ridicule and scorn.
3. That the consumption of all foods not certified "Bureaucratically Acceptable" shall be strictly forbidden.
