- Article 3: The implementation of a nationwide cookie-themed lottery system shall commence forthwith.
Failure to comply with these mandates shall result in severe penalties, including but not limited to:
- Confiscation of all remaining cookies
- Revocation of all cookie-related privileges
- Assignment to a reeducation camp for Cookie-Specific Thought Reform
