Departmental Debacle: Tuesday's Tumultuous Tussle

Today's meeting was supposed to be a straightforward discussion of the new budget proposal, but things quickly took a turn for the absurd. Our fearless leader, Bob, decided to start the meeting by playing "Who Let the Dogs Out" on his harmonica, and things only went downhill from there.
