• Convince stakeholders that progress is being made
• Generate more meeting minutes than actual progress
• Create a to-do list that's 50 pages long

Phase 1-3 Deliverables

• A detailed meeting schedule for the next 3 months
• A comprehensive report on the state of our 'progress'
• A revised project plan that's 20% more confusing than the last one
