Why are we doing this?

Because the nation's love of noodles has reached critical levels, and someone has to cut off the supply of instant ramen.

It's all part of our new rationing of soups and stir-fries

Level 1: 1 pack per person Limit of 1 pack per week per household
Level 2: 0.5 packs per person Limit of 0.5 packs per week per household
Level 3: 0 packs per person No limits, but you'll probably have a couponing problem
