By order of the Supreme Bureaucrat, it is decreed that all meetings shall henceforth be preceded by at least 17 minutes of unnecessary small talk.
Article 1, Section 3, Subsection 7 of the Mandate of Redundancy states: "No important decisions shall be made without first reviewing the minutes of the last 12 meetings, even if they are 473 pages long."
