Clarification

It appears that Mandates 5 and 6 are not, in fact, separate entities. They are one and the same, a never-ending loop of confusion and frustration. Or are they?

Let's take a closer look at the original documents:

Section 3, subsection B, paragraph 1: "The sky is blue, or is it?"

Section 4, subsection A, paragraph 2: "The answer is clearly 'maybe'."

Conclusion: We're all just winging it, folks.
