Our department has been asked to clarify the purpose of cookies on multiple occasions. We can confirm that cookies are small, round, sweet treats that are used to hold down papers on the desk.

Further investigation has revealed that cookies may, in fact, be used to bribe or coerce individuals into performing specific actions. We have reason to believe that this may be a widespread practice.
