SUBJECT: Mandate 2: Red Tape

As per the previously established Mandate 1: Paperwork, it has come to my attention that the current level of paperwork is still suboptimal.

Therefore, I hereby mandate the following changes to be implemented forthwith:

• Every form shall be printed in triplicate, with at least 3 carbon copies for every original.
• Every meeting shall be documented in 5-minute intervals, with 5 pages per interval.
• All reports shall be submitted in triplicate, with a cover letter of at least 2 pages per page.

Please acknowledge and comply with this mandate within 14 days, or face severe penalties, including but not limited to:

• Additional paperwork.
• Further documentation.
• Unlimited coffee breaks.
