According to Article 12, Subsection 3A, all departmental red tape regulations must be written in a code that is at least 90% incomprehensible to the general public. This is to ensure that only the most highly trained bureaucrats are able to decipher the finer points of the regulations.
As per Section 3, Subsection 3B, all departmental red tape regulations must use at least 3 acronyms in every sentence. This is to promote efficiency and speed in communication, while also ensuring that no one actually understands what is being said.
For example: "EBSRTF (Efficiently Bureaucratic Standardized Tape Formatting), as per ERTS (Ergonomic Regulations and Tape Specifications), must be used in all EMTS (Employee Mandatory Training Sessions)."
