Step 1: Find a nice, sunny beach to build your empire on. Preferably one with a good supply of palm trees and a reliable internet connection.
Step 2: Gather an army of loyal subjects. You'll need them to man the coffee shop, the convenience store, and the inevitable propaganda department.
Step 3: Establish a firm but fair system of governance. Make sure to include plenty of tax breaks for your top contributors... and yourself.
