WHEREAS, We, the Bureaucrats, have decreed the following:
ARTICLE I: The Bureaucratic Alphabet shall be rewritten to include only letters that resemble a 4-year-old's scribbling.
ARTICLE II: All forms shall be filled out in crayon, with a minimum of 17 colors used per form.
ARTICLE III: The sound of a Bureaucratic pen shall be akin to a dripping faucet, and shall be played on repeat for a minimum of 4 hours.
