By the power vested in minimalist, sterile environments, we, the Bureaucratic Overlords, hereby declare the following:

ARTICLE I: The Right to be Overly Formal

All citizens of this realm shall have the inalienable right to fill out forms in triplicate, using only 3x5 inch cards, and in triplicate.

ARTICLE II: The Right to be Ignored

All citizens of this realm shall have the right to ignore any and all forms submitted, without explanation or justification, and with a minimum of 3 days' notice.

ARTICLE III: The Right to Red Tape

All citizens of this realm shall have the right toประก

ARTICLE IV: The Right to be Bureaucratically Indifferent

All citizens of this realm shall have the right to treat all forms and applications with the utmost disdain, and to respond with a minimum of 3 weeks' delay.
