This procedure is mandated by the Ministry of Red Tape, Department of Overly-Complex Regulations, and is strictly enforced by the Bureaucratic Compliance Squad.
Step 1: Fill out form 27-B/6 in triplicate and submit it to prophets of the Ministry. Include a cover letter explaining why you can't possibly comply with procedure 42.
Step 2: Wait 6-8 weeks for your request to be reviewed, approved, and then rejected. During this time, perform an audit of your desk supplies and report any discrepancies to the Office of Stationary Procurement.
Step 3: Appeal the decision, citing precedents from Procedure 13 and the spirit of the Bureaucratic Code of Ethics. Include a copy of your birth certificate and a notarized letter from your mother.
