Cookie Rationing Rules

Due to our prophets of efficiency and cost-effectiveness, we have implemented a cookie rationing system to ensure everyone gets an equal chance at snacking.

Rules:

1. Each user is allowed 3 cookies per session.
2. Cookies must be consumed within 30 minutes of issuance.
3. Any user found with more than 3 cookies will be forced to share with others.
