As a member of the Neo-Brutalist Enforcement Agency, it's your duty to uphold our values of extreme vigilance and unrelenting enforcement.

Step 1: Identify High-Risk Individuals

1. Develop a comprehensive database of known troublemakers and repeat offenders.
2. Conduct regular surveillance and stakeouts to monitor suspicious activity.

Step 2: Deploy Enforcement Units

1. Assemble a team of highly trained and heavily armed agents.
2. Deploy them to hotspots of high-activity areas.

Step 3: Execute Zero Tolerance Policy

1. Arrest anyone and everyone who breaks the rules.
2. Impose severe penalties, including but not limited to:
• Fines
• Probation
• Community service
• Re-education programs
