Recipe 2: Infinite Red Tape
Ingredients:
- One cup of Bureaucratic Incompetence
- One tablespoon of Special Interest Groups
- One teaspoon of Red Tape
Instructions:
- Mix together Bureaucratic Incompetence and Special Interest Groups in a large pot.
- Add a dash of Red Tape, stirring constantly until the mixture is just right.
- Repeat steps 1-2 ad infinitum.
