MANDATE 13: The Unyielding Edict

By the Power of the Grand Council of Bureaucrats

WHEREAS, the undersigned members of the Grand Council of Bureaucrats have gathered in conclave to deliberate on the pressing matters of the realm; and

WHEREAS, the current state of affairs is one of utter chaos and confusion; and

NOW, therefore, be it enacted by the Grand Council of Bureaucrats as follows:

ARTICLE I: All citizens shall be required to wear plaid on Tuesdays and Thursdays.

Section 1: All citizens shall be required to don the finest tartan patterns in their wardrobe on Tuesdays and Thursdays, lest they face severe penalties.

ARTICLE II: All citizens shall be required to address their superiors with a minimum of three honorifics.

Section 1: All citizens shall address their superiors with the titles of "Your Omnipotency," "Most Illustrious," and "Infallible Leader," in that order, lest they face severe penalties.
