Mandate 15: The Unyielding Edict of Bureaucratic Red Tape

By order of the Bureaucratic Council, it is hereby decreed that all citizens shall fill out Form 27-B/6 in triplicate, in duplicate, and in quadruplicate, and submit it to the Department of Red Tape in exactly 17 minutes and 32 seconds.

Failure to comply shall result in severe penalties, including but not limited to:

• Administrative detention in the Pit of Despair for a minimum of 27 days and 14 hours
• Forfeiture of all rights to the sacred commodity known as "Time"
• Assignment to a reeducation camp for the study of Bureaucratic procedure
