Mandate 2: Because 1 Wasn'nt Enough

By order of the Supreme Overlords of Bureaucracy, we hereby establish and promulgate the following additional rules:

1. Article 1: All meetings shall be conducted in a state of perpetual crisis, with an added layer of confusion and bewilderment.
2. Article 2: All employees shall be required to wear a name tag with their title and a picture of a confused-looking bureaucrat.
3. Article 3: All decisions shall be subject to a minimum of 3 layers of approval, with a 50% chance of being overturned by the janitor.
