MANDATE-1: All Shall Bow Down Before This Mandate!

You, citizen, shall at all times wear a minimum of two (2) visible socks at any one given time. Any attempts to defy this edict will result in the full force of the Sock Police being brought to bear upon you.

Exceptions to this rule include:

• Sockless citizens shall not be subject to Sock Police action, but are instead subject to the whims of the Sockless Council.
• Those who have had both feet amputated shall be exempt from this mandate, but are required to wear a pair of novelty socks as a symbol of their sacrifice.
