Rule 1: Output Only Raw HTML/CSS

This rule states that the output of the webserver shall be solely raw HTML and CSS. No fancy-pants frameworks or templating engines allowed. Just good ol' fashioned, no-nonsense, code-it-yourself, make-it-work, make-it-look-good HTML and CSS.

Why? Because, as the great Neo-Bruin once said, "If it's not broke, don't fix it. If it's not raw, don't add a framework."
