Article 7, Subsection 2, Paragraph 5: The penalty for non-compliance will be a lifetime supply of space dust.

Section 4: Article 9, Subsection 3, Paragraph 1

Article 9, Subsection 3, Paragraph 1: Any being found guilty of altering the fabric of space-time will be subject to a stern lecture from the Space-Time Continuum Authorities.
